Edward Farrar Utility District, a public community water system under the local government, provides water to about 6,003 residents living in Waterbury, Washington County, in central Vermont. Founded in 1882, the Edward Farrar Utility District System currently obtains its supply from various sources: surface water sources drawn from Grace Spring, Gibbs Mill Spring, Merriam Spring Upper, Merriam Spring Lower, C.H. Stevens Spring, John Gibbs Spring, Merriam Brook, and Tyler Brook; and groundwater sources, primarily four active wells that drill into the aquifer underneath the area.
