The Municipal Services Commission (MSC) provides water services to about 5,364 residents of New Castle in Delaware. Municipal Services Commission collects water from four wells pumping groundwater from the Potomac Aquifer, a semi-confined aquifer that filters naturally. Three wells are located on the Penn Farm and one on Basin Road. The water is treated at MSC's Water Treatment Facility of 1.6 MGD and is distributed across 30 miles of water mains. The Water Department has interconnections with Artesian Water Company for emergency supplies.
