The Bakersfield Water, under the City Water Resources Department, a municipal utility that manages the city's water rights to the Kern River, provides water for about 145,937 residents living in the Bakersfield area. Established in 1869, the City of Bakersfield Water Resources Department collects water from a combination of local groundwater produced by 77 active wells (treated where necessary to improve taste and odor), surface water from the Kern River (treated with municipal scale membrane filtration), and treated water purchased from the Kern County Water Agency.
