The City of El Toro Water District (ETWD), provides water for about 49,054 residents living in the area of Lake Forest, California. Established in 1960, the City of El Toro Water District is currently obtaining its supply from a combination of sources: imported treated surface water from the Metropolitan Water District of Southern California (MWDSC), as well as treated surface water from the Irvine Ranch Water District (IRWD) Baker Water Treatment Plant (BWTP), which utilizes surface water from both MWDSC and from the Santiago Reservoir (Irvine Lake). The MWDSC’s imported water sources are the Colorado River and the State Water Project, which draws water from the Sacramento-San Joaquin River Delta.
