The Bear Valley Water Authority, a public water supply services authority, provides water for about 12,589 residents living in the area of St. Thomas, a township in Franklin County, Pennsylvania. Established in 1965, the Bear Valley Water Authority System currently obtains its supply from a blend of eight sources, primarily surface water from Broad Run located north of Fort Loudon, groundwater from six local production wells, and interconnection with the Borough of Chambersburg.
