The Carroll County Utilities - Freedom District Water provides water for about 24,867 residents living in the Freedom area, Maryland. Established in 1837, the Carroll County Utilities - Freedom District Water obtains its supply, primarily, from a surface water source, the Liberty Reservoir. In addition to the surface water, ground water is supplied from one well drawing from the Boulder Gineiss Wissahickon formation.
