The Diablo Water District, a self-governing local public agency under the County Water District Law of California, provides water for about 36,014 residents living in the Oakley area. Established in 1953, the Diablo Water District’s primary water source is surface water from the Sacramento-San Joaquin River Delta, through the City’s water provider, the Contra Costa Water District. Contra Costa Water District diverts water from four locations in the Delta: Rock Slough near Oakley, Old River near Discovery Bay, Middle River on Victoria Island, and Mallard Slough in Bay Point.
