The East Valley Water District, a California Special District, provides water for about 104,457 residents living in the Highland area and portions of both the City and County of San Bernardino. Established in 1954, the East Valley Water District collects water from three sources, the Santa Ana River, the Bunker Hill Groundwater Basin, and the imported State Water Project from Northern California.
