The Phelan Piñon Hills Community Services District (PPHCSD), through its District Water Department, provides water for about 22,763 residents living in the Phelan area, California. Established in 2008, the Phelan Piñon Hills Community Services District collects supply from a groundwater source, 11 groundwater wells that draw primarily from the Oeste aquifer, and partially from the Alto aquifer.
