The West Sound Utility District, a consolidation district of Annapolis Water District and Karcher Creek Sewer District (formerly Kitsap County Sewer District #5), provides water for about 24,167 residents living in the unincorporated Port Orchard area, Washington. Established in 2007, the West Sound Utility District obtains its supply from a groundwater source, 17 wells drawing from underground Kitsap County confined aquifers, which are then replenished by the local rains.
