The WFA (Water Facilities Authority), a Joint Powers Authority governed by its member agencies: Chino, Chino Hills, Monte Vista Water District, Ontario, and Upland, provides water for about 480,000 living in the Upland City area. Established in 1980, the WFA (Water Facilities Authority) owns and operates a surface water treatment plant called Agua de Lejos Treatment Plant, which began operations in 1988 and is located in Upland City, San Bernardino County. WFA collects surface water primarily from Santa Ana River watershed, and purchases from Metropolitan Water District to supplement its local groundwater supplies when needed.
