The City of Spencer Water, a public community water system under the local government, provides water to about 5,644 residents living in Spencer, Van Buren County, Tennessee. Founded in 1850, the City of Spencer Water System currently obtains its supply from two sources: the city's 25-acre reservoir, which draws water from the City Lake, and purchased water from Warren County Utility District, where raw water was drilled from the Collins River.
