West Overton Utility District, a public community water system under the local government of the district, provides water to about 8,628 residents living in Rickman, in Overton County, Tennessee. Founded in 1970, the West Overton Utility District System currently purchases its supplies from the City of Livingston and the City of Algood. Furthermore, the Livingston water treatment plant has three water intakes, namely from Carr Creek, the Roaring River, and the Cumberland River. On the other hand, Algood's water supply has two sources: Center Hill Lake (Mine Lick Creek) and purchased water from the City of Cookeville.
