The Clay County Utility Authority (CCUA), an Independent Special District, provides water for about 118,692 residents living in the Middleburg and the unincorporated areas of Clay County, Florida. Established in 1994, the Clay County Utility Authority (CCUA) collects groundwater via twenty-six (26) wells located at eleven (11) separate water treatment plants (known as the Orange Park Grid), which withdraw water from the Floridan aquifer.
