The Liberty Chesnee Fingerville Water District (LCFWD) provides water for about 19,903 residents living in the Chesnee area, Spartanburg County, South Carolina. Established in 1960, the LCFWD purchases water from Spartanburg Water System (SWS). The SWS draws surface water from three man-made lakes - Lake William C. Bowen, Municipal Reservoir #1, and Lake Taylor H. Blalock. Lake Bowen is formed by waters from the South Pacolet River and its tributaries. Water from Lake Bowen flows into Municipal Reservoir #1. The water from these lakes is treated at the R. B. Simms Water Treatment Plant. Lake Blalock is formed by blending surplus water from the Bowen/Reservoir #1 system and the North Pacolet River with its tributaries. Water from the lake is treated at the Miles W. Whitlock Water Treatment Facility.
