The Pioneer Rural Water District, a public community water system under the local government, provides water for about 15,518 residents living in Westminster, a city in Oconee County, South Carolina. Established in 1965, the Pioneer Rural Water District System currently obtains its surface water supply from two sources. The water supplied to southern Oconee County and northwestern Anderson County is from Lake Hartwell, treated at the district’s water treatment facility on Highway 59. While in Fair Play, treated surface water is purchased from Seneca Light and Water Plant, coming from Lake Keowee.
