The Barrow County Water Department, a public regional water system under the County Water Department - Water & Sewerage Authority, provides water for about 14,043 residents living in the area of Winder, a city and the county seat of Barrow County, Georgia. Established in 1914, the Barrow County Water System is currently obtaining its supply via purchase from the Upper Oconee Basin Water Authority, which uses a blend of surface water sources: Bear Creek Reservoir and Middle Oconee River.
