The Leading Creek Conservancy District provides water services to about 6,194 residents in the Rutland area of Meigs County. Leading Creek Water District collects water from four wells that produce groundwater from the Ohio River Valley Aquifer. The wells are located in Gallia County at Watson Grove Road, Cheshire, and the water is chemically treated with Chlorine for disinfection, Orthophosphate for corrosion control, and Fluoride for oral health. The District's water has a hardness of 21 grains per gallon.
