Harris County Water Control & Improvement District No. 1, a public community water system under the City Department of Public Works, provides water to about 7,311 residents in Highlands, Harris County, Texas. Founded in 1939, Harris County Water Control & Improvement District No. 1 System currently obtains its supply from blended sources: 50% groundwater sources, primarily wells (located on East Houston Street and North Battlebell Road in Highlands) that drill into the Chicot Aquifer underneath the area, and 50% purchased surface water supply drawn from the Trinity River.
