The Tri-Special Utility District provides water for about 17,304 people living in the Mount Pleasant area, Titus, Morris, and Franklin Counties. Established in 1966, the Tri-Special Utility District purchases surface water from the City of Mount Pleasant, which collects water from Lake Bob Sandlin.
