The Crystal Clear Special Utility District, a public community water system under the Local Government, provides water for about 16,488 residents in San Marcos, a city and the county seat of Hays County, Texas. Established in 1964, the Crystal Clear Special Utility District System currently purchases its supply from several sources: surface water obtained from CRWA Lake Dunlap WTP located in New Braunfels and from CRWA Hays Caldwell WTP located in San Marcos, and groundwater purchased from CRWA Wells Ranch and Spring Hills WSC both from Carrizo Wilcox Aquifer located in Seguin.
