The Deschutes Valley Water District, a public community water system under the local government, provides water to about 11,500 residents living in Culver, a city in Jefferson County, Oregon. Founded in 1919, the Deschutes Valley Water District System currently obtains its supply from groundwater sources, primarily wells and springs that drill into the aquifer underneath the county area. The Opal Springs is five miles southwest of Culver at the bottom of 850-foot-deep Crooked River Canyon. Additionally, the three wells are in the east portion of the canyon, about 300-600 feet south of Opal Spring.
