The Wapello Rural Water Association Inc., a public community water system, provides water for about 16,075 residents living in the area of Ottumwa, a city in and the county seat of Wapello County, Iowa. Established in 1976, the Wapello Rural Water Association currently obtains its supply from a blend of sources, including: local groundwater from the alluvial aquifer located near the South Skunk River south of Delta, Iowa; purchased groundwater from Mt. Pleasant and Brighton drawn from the Cambrian-Ordovician aquifer; and surface water purchased from Ottumwa Water Hydro, which is drawn from the Des Moines River.
