The Umpqua Basin Water Association, a privately owned non-profit water district, provides water services to about 9,399 people living in the rural Roseburg and the Urban Growth Boundary areas of Douglas County. Founded in 1965, the Umpqua Basin Water Association maintains 22 reservoirs and 14 pumping stations and supplies water from the North Umpqua River, a surface water source. The water is treated and chlorinated before supplying the residents.
