The City of Cynthiana Water supplies water to about 7,263 residents of Cynthiana in Harrison County and the Harrison County Water Association in Kentucky. The Cynthiana Water Department operates its Water Treatment Plant and obtains water from the South Fork of the Licking River, which begins in Bourbon County at Ruddles Mill, where Hinkston and Stoner Creeks meet. The water is pumped into the Treatment Plant at 201 Waterworks Road and to the distribution system consisting of three storage towers. During the drought season, the Cynthiana Water Department maintains a secondary water supply from the Main Licking River at the Devil's Backbone, which feeds from the Cave Run Lake in Rowan County.
