The East Larimer County (ELCO) Water District provides water for about 20,503 residents living in the Fort Collins area, Colorado. Established in 1962, the East Larimer County Water District collects water from a surface water source purchased from the Soldier Canyon Filter Plant (SCFP), which comes directly out of Horsetooth Reservoir and Cache La Poudre River through the Pleasant Valley Pipeline.
