The Todd County Water District is a regional water and wastewater service operator that provides water to about 9,801 residents living in Elkton, a city in and the county seat of Todd County, Kentucky. Founded in 1980, the Todd County Water District System currently obtains its surface water supply purchased from Logan Todd Regional Water Commission (LTRWC) drawn from the Cumberland River and treated at the George W. Arnold Treatment Plant in Clarksville, Montgomery County.
