The Helena Utility Board, a public community water system under the City Utilities Department, provides water for about 20,700 residents living in Helena, a city in Jefferson and Shelby counties in the state of Alabama. Established in 1877, the Helena Utility Board System currently obtains its supply from a blend of sources: groundwater supply from three groundwater wells pumped from the carbonate aquifer in the Cambrian-Ordovician Aquifer and purchased surface water from Bessemer Water Service from Warrior River.
